The Perkins Pencil Company was located on East 106th Street next to the Roline Bowling Alley in Chicago, Illinois. The area is known as the "East Side," located near the Indiana border. Mr. Perkins would put your name on the pencil if you asked. He had a small shop, and used to make rubber stamps as well. (Thanks for the info., Peter Manzie!)
